The new Constitution has completed its third year. In these past three years, supporters of the Constitution have remained and continue to be hopeful about the document. Critics who are less enthusiastic about its promises are not aspiring. Nevertheless they contested in the elections under the Constitution. With this context, we sat down with Dr Bipin Adhikari, constitutional expert and dean at the Kathmandu University School of Law, to discuss the three years of the implementation of the 2015 Constitution of Nepal and its future prospects. Newer laws against rape were implemented from 17 August 2018. These new laws have increased penalties for the perpetrator, the age of consent, and the time-frame for reporting a rape. However, the state has failed to provide justice to the 13-year old Nirmala Panta and others for over a long period of time to only continuously provide facetious investigation reports and probes.

The Bay of Bengal Initiative for Multi- Sectoral Technical & Economic Cooperation - BIMSTEC came to be formed also as long ago as 1997. Initially consisting of four countries, Bangladesh, India, Sri Lanka and Thailand a fifth Myanmar was added the following year and BIMSTEC formed. Bhutan and Nepal became members later. The secretariat of this organisation is in Bangladesh in comparison to that of SAARC which is in Kathmandu.
