The meeting of the State Affairs Committee (SAC) of the Legislature-Parliament  ratified the Bill to Amend the Civil Service Act, 2049 BS, with revision and by a majority.

The ratification of the Bill by a majority has paved the way for tabling it in the upcoming session of the Legislature-Parliament.

The government has brought the Bill to bar the serving civil servants from acquiring the Permanent Residency (PR) permission in another country and to stop the tendency of dereliction of duty and responsibility among the public servants while in office.

The Bill also has provisions to have six different service groups in the civil service and making the services specialized up to the Gazetted Special Class Level.

It proposes having six groups in the civil service, namely, the Nepal Engineering Service, Agriculture and Forest Service, the Judicial Service, Foreign Service, Nepal Administration Service and Nepal Auding Service.

So far among the services as provided for in the Civil Service Act, only the Nepal Auditing Service and Nepal Judicial Service were considered the special services and laws enacted accordingly treating them as the specialized ones.

The government had tabled a bill in the Legislature-Parliament to amend the Civil Service Act making the Foreign Service also a specialized service. Provisions have been made in the bill for filling up the vacant posts of Government Secretary within a month of the post falling vacant.

In the meeting today, the committee members provided their inputs regarding the present role of the trade unions and the steps to further make the civil service responsible and accountable RSS reports.
