Civilizations and their values are certainly encountering one another, some violently and others in a more accommodating manner. This Dussain is a good time to reflect, in between inevitable gastronomic stupors, on this globally pervasive fact as well as the confused state of the Old World Order so that we can chart our own courses to a better future. May Durga Bhawani enlighten us all.

The reality is that even with the issuance of PAN numbers it is a very minuscule percentage of the population that pays tax. The figure is around 4-7% and it is on this that the burden falls on. The rates are raised on them again and again. The obvious remedy is to increase the coverage for raising taxes.

We are now close to Dasain and it would be wonderful if we could claim that with goddess Durga’s help and blessings this scourge has been eradicated from the towns, cities, villages and fields of our land. There’s a fallacy that certain women by their behaviour, clothing etc, want to be raped.

Newer laws against rape were implemented from 17 August 2018. These new laws have increased penalties for the perpetrator, the age of consent, and the time-frame for reporting a rape. However, the state has failed to provide justice to the 13-year old Nirmala Panta and others for over a long period of time to only continuously provide facetious investigation reports and probes.

It is clear that the perambulatory commitment of the Act is vast, and more or less, typical of such power sector regulatory bodies in the region. It tries to capture most of the essential regulatory areas that a commission of this nature usually works on.

Two big shifts – military and economic – are now defining the current change that is re-shaping the old post-WW-II international order which will make the 21st Century very different from the second half of the 20th Century. In one sense, one has to now go back to reading Rosa Luxemburg to understand the political economy behind 2+2 Dialogue or other similar moves against Iran or Russia or China.
